I hope everyone had a wonderful Easter weekend, albeit a bit chilly!
We have information to share this week we believe owners have a right to know. We retrieved the linked documents from public sites. Please direct any questions about these documents to Phil Frazier at pfrazlaw@swbell.net (acting city attorney).
- Kevin Jordan is the CEO of the Black Gold Group and owner/manager/registered agent of many others. Note: Kevin Jordan's companies involved in the golf course are: White Hawk Investments (Development Area A), Bixby Land Investments (Development Area B), and Venue Ventures (Development Area C).
- Jared Cottle is the City Manager of Bixby.
- J R Donelson is the Chair of the Bixby Planning Commission and Vice Chair of the Board of Adjustment.
The attached documents demonstrate a direct business relationship between City Manager Jared Cottle and Kevin Jordan. Windrush II on Mingo is a multi-family residential development near 131st and Mingo. The survey was done by J R Donelson (Bixby Planning Commission Chair).

UPDATE: We continue to work with the city regarding their improper approval of the site work and construction at the Venue Venture's project (golf course clubhouse area).
ALERT: The Planning Commission met Monday, April 18th, when they approved a final plat for a completed Kevin Jordan project (Boardwalk Self Storage). The business has been open and operating for some time. J R Donelson voted to approve, although he was the preliminary plat's surveyor and engineer of record. According to the city attorney, Phil Frazier, the final plat must occur before the issuance of building permits, which is why we requested documents to understand how permits and occupancy occurred before the final plat.
We appreciate your patience as we continue to fight for every owners' rights. Our deeds and restrictive covenants have value.
Any owner who has signed the agreement to remove our deed restriction on Celebrity Country Reserve A and wishes to rescind their decision should send a letter to Kevin Jordan with a copy to the HOA.
